WASHINGTON, July 22 (Xinhua) -- China has always maintained that negotiation and consultation are the most feasible and effective ways to resolve the South China Sea dispute, the Chinese Embassy to the U.S. said Friday.


Zhu Haiquan, spokesman for the Chinese Embassy, made the statement in a letter to the editors of the Washington Post, which published it Friday.


In reaction to the Post's July 14 editorial entitled "A fateful choice for China," the letter said China rejected the July 12 award issued by an arbitration tribunal in The Hague, the Netherlands, because the tribunal "exceeded its own jurisdiction."


"Without China's consent, the arbitration initiated by the former government of the Philippines violates the practice in international law that arbitration be premised on each state's consent," Zhu said.


Moreover, the South China Sea issues are territorial disputes which are not subject to the U.N. Convention on the Law of the Sea (UNCLOS), and China has made an optional exceptions declaration in accordance with UNCLOS to exclude issues such as maritime delimitation from processes such as this arbitration, Zhu said.


"This arbitration case damaged international law and may open the door for abusing arbitration procedures, undermining the authority and effectiveness of international law," Zhu said, adding that by rejecting the arbitration, China defends its interests and advocates international justice through the true spirit of international law.


The spokesman criticized the U.S. for resorting to "military coercion" by sending warships and warplanes to the South China Sea, which escalated tensions and weakened diplomatic negotiation.


"China has always maintained that negotiation and consultation are the most feasible and effective ways to resolve the South China Sea dispute," Zhu said.


He pointed out that China has resolved boundary issues with 12 of its 14 land neighbors and part of maritime delimitation in the Tonkin Gulf with Vietnam, an unmatched record.


"We have confidence in addressing the issue of the South China Sea by negotiation and consultation and hope the Philippines will return to the right track," Zhu said.


He urged the U.S. to make the right choice, refrain from provocative military operations, facilitate diplomatic efforts and not let this issue define the relationship between the two nations.

, May 22 (Xinhua) -- Rome mayor Ignazio Marino on Friday suggested Colosseum might host the award ceremonies in case the Italian capital manages to win the bid for the 2024 Olympic games.


""I have a dream: if we manage to have the Olympics here, I would like to see the award ceremonies to take place at the Colosseum,"" Marino said at a meeting with International Olympic Committee (IOC) president Thomas Bach.


""We want to renovate the Colosseum arena, and the athletes could be lifted in like the gladiators in ancient Rome,"" Marino added.


Bach replied Marino's idea was ""wonderful""
, although he jokingly added ""as long as lions don't arrive then"".


The IOC president considered Rome's candidacy as ""very welcomel placed"".


""Italy's candidacy is strong because of its rich history, that of the country and its sporting one,"" Bach said.


""With your great attachment to Olympic ideals, your athletes and your love of sport you will have a strong bid"".


Bach paid an official visit in Rome to receive the Italian Olympic Committee (CONI)'s highest award for contribution to sport.


After the meeting with CONI President Giovanni Malago, IOC Italian members
, and the Rome mayor, he met with Italian president Sergio Mattarella at the Quirinale presidential palace.


""The great consensus in supporting Rome's bid, from president Mattarella, the CONI and mayor Marino, is very important and will give strength to the Italian project
,"" Bach said.


Italian Prime Minister Matteo Renzi officially announced Rome would bid for the 2024 Olympics in December 2014.


The previous government in 2012 had scrapped the candidacy for the 2020 Games due to financial worries.


So far, Hamburg in Germany, Boston in the United States, and the French capital Paris have officially declared their candidacies along with the Italian capital.


Rome hosted the Olympics last time in 1960.


The applicant city phase for the 2024 Olympics will last from September 2015 to April-May 2016, the IOC said.


The IOC will then select the winner city in summer 2017.

In a paper published this week in the journal Science Advances,the researchers described "a completely new strategy" to developelectronic materials that can be stretchable and in format similarto rubbers.


"Conventional electronics materials, especially semiconductors,are brittle and non-stretchable. To enable mechanicalstretchability, a 'structure engineering' strategy of creatingmechanical architectures
, such as wavy, serpentine, kirigami, etc.,have generally been employed
," said author Cunjiang Yu, assistantprofessor at the University of Houston, who led the study.


"However, such a strategy is associated with complex structuredesign and fabrication, reduced structural stability
, and highcost," said Yu.


In their work, Yu and his team developed a naturally stretchablerubber nanocomposite made from all elastomeric materials, includingsilicone rubber and organic semiconducting nano-fibrils.
